Recall that Bloom's taxonomy was developed as a tool to structure learning while defining objectives and enabling effective assessment. When trainers understand what and how a student learns, it provides a more appropriate means of measurement of the overall process.

Now, as an exercise, imagine applying the levels of Bloom's taxonomy to learning about regulations. We must remember the many types of regulations, that they need to be applied appropriately—for instance, with different species of animals—and that their creation and evaluation will depend upon whether one is the regulator or the regulated. It's not so hard to conceptualize.
