a Methodology of calculating the combined plant-by-plant retirement algorithm: the score of technical attributes is based on the equal-weighted average of plant age, size, combustion technology, and application; the score of profitability is based on capacity weighted annual gross profits; and the score of environmental impacts is based on the equal-weighted average of CO2 emission rates, air pollution and health impacts, and water impacts. b The combined score is based on the equal-weighted average of the three dimension scores (each score is normalized between zero and one). The combined score, from zero to one, ranks all operating plants from first to last for retirement. Overall, plants to retire first are older, smaller, less efficient, self-use plants located in highly air polluted and water scarce regions.
