Normalized impact (\(\hat{\alpha }\)) represents the share of potential carbon footprint mitigation cost of an occupation to its wage revenue. Normalized likelihood (\(\hat{\beta }\)) indicates the share of its carbon footprints that are sourced from the regulated sectors.
