It attempts to illustrate perception cues supported by appropriate information and the ability to cognitively process knowledge will create perceptions that lead individuals, households and communities to produce corresponding attitudes, which then determine intentions towards a practice or activities that guide equivalent behaviour (i.e., either to empty or not to empty). It is based on findings of the interlinkages between perception and behaviour.
