From: Facile Access to Graphene Oxide from Ferro-Induced Oxidation

The raw graphite is partially oxidized by Fe(VI) at Stage-1. This process rearranges the ordered structure of carbon atoms that oxygen atoms begin to enter and enlarge the graphitic spacing. In Stage-2, H2O2 react with Fe(III) to reoxidize the graphite. The two oxidation processes turn the raw graphite into GO.
