To the editor:

Your report1 on Spain's Ramón y Cajal program (RyC) states that part of the problem with this initiative is that “the government launched an ambitious scheme without consulting with the universities.” This is incorrect; universities were involved in the promotion, design and implementation of the program through their 'vicerectores' for research. In fact, I would argue that the problem with the program can actually be found in the way universities (not the government) select candidates to fill their permanent positions.
