As of 2019, the prison population within England and Wales consists of approximately 80,000 individuals within 120 prisons, Young Offenders Institutions (YOIs) and Secure Training Centres (STCs). Her Majesty's Prison and Probation Service (HMPPS) is responsible for the running of the majority of prison services within England and Wales, although 13 prisons are contracted out to the private sector.1 The vast majority of prisons have a dental service as part of the prison healthcare offering.

NHS England and NHS Improvement (NHSE/I) Health and Justice are responsible for the direct commissioning of healthcare within secure and detained settings across England. Healthcare within the justice system is commissioned on the principle of 'equivalence', which has best been described by the Royal College of General Practitioners as:
