Active rotors appear in various biological and synthetic systems, from bacteria and sperm clusters to magnetically driven spinners, where high activity may lead to the emergence of turbulence. Using direct numerical simulations and minimal hydrodynamic models, this study reveals an activity-driven crossover from phase separation to a turbulent state in two-dimensional counter-rotating spinners, offering insights into active turbulence.
