Historical trends are estimated using ordinary least squares regression and two-sided hypothesis tests with statistical significance indicated at the 99% (*) and 99.9% (**) levels. Pathways to eliminate shortfall by 2030 are calculated as percentage changes between 2021–2022 levels of shortfall and zero.
