Metrics characterizing spatial variability and inter-annual variability of Kendall’s rank correlation coefficient (τ), together with the temporal stability of optimal county-level complementarity pairings. Spatial variability refers to the cross-county distribution of τ in the baseline year 2022. Inter-annual variability is quantified as the inter-quartile range (IQR) of τ over 2000–2022 for each county. Partner stability measures the persistence of optimal complementarity partners identified in 2022 among the top-ranked candidates in other years.
