The larger circles indicate larger population flows (sum of the both moving in and out). If a circle is on the dashed red line, which represents the linear line of \(y=x\), it indicates that an oblast has an equal size of moving in and out populations. The grey solid line represents the regression line of the estimated moving out and moving in values. The estimated coefficients and correlation are shown in the upper right of each plot.
