Note that for CCI, the formula \((0.5 \cdot \text {TC} + 0.5 \cdot \text {SS})\) is used only when certain meteorological variables are within predefined favorable thresholds (\(TN \ge {8}{^{\circ }\hbox {C}}\) and \(TX \le {34}{^{\circ }\hbox {C}}\) and \(RR \le {10}\)  mm and \(FG \le {23}\,{\textrm{km} \hbox {h}^{-1}}\)). Otherwise, if any of these conditions are not met, CCI is assigned a fixed value of 3.
