The dark red prefectures are identified as the vulnerable hotpot prefectures–high water-stressed and high sensitive to climate change according to our definition. Tables are the distributions of the 44 hotspots. DB, HB, HD, HN, HZ, XB, and XN are abbreviations of different districts and the full description are shown in Supplementary Fig. 1. Gray-shaded prefectures are excluded from this study.
