The COVID-19 pandemic displays intertwined epidemic waves with anomalous fade-outs and persistent low prevalence, posing challenges to control and model efforts. The authors analyze with simulations, analytical calculations and real data that a minimum import of infected individuals can explain the existence of these never-ending epidemic states.
