The Japanese Society of Hypertension (JSH) will announce the “Declaration for the Eradication of Morning Hypertension” in 2025 and initiate new efforts across the society to prevent and manage morning hypertension.
The first initiative is a society-wide campaign, the “Morning Hypertension Eradication Program Project,” that all JSH members will participate in. This initiative includes the “Asakatsu BP” (which means morning blood pressure measurement) campaign, aimed at raising awareness of morning hypertension through blood pressure monitoring, plus an educational outreach program for healthcare institutions. The second component focuses on promoting systematic reviews and data science research related to the control of early morning hypertension. Through these efforts, we aim to establish new evidence for the prevention and management of hypertension.
Hypertension is widely recognized as the greatest risk factor for age-related diseases, including cardiovascular diseases, dementia, and chronic kidney disease. Morning home blood pressure is strongly associated with the risk of developing cardiovascular diseases [1], and it has been shown that proper management of morning blood pressure is crucial for reducing health risks. However, the control of morning hypertension in people with hypertension remains suboptimal. Among the 43 million people with hypertension in Japan, only 27% have well controlled blood pressure [2], and approximately 70% of patients being treated with antihypertensive drugs have an elevated morning home blood pressure of 130/80 mmHg or higher [3]. The JSH launch of the “Morning Hypertension Eradication Program Project” is in response to this critical situation, and the JSH is committed to implementing appropriate blood pressure management in society.
Initiatives of “Morning Hypertension Eradication Program Project”

Awareness campaigns for hypertension among the public and healthcare professionals
JSH will utilize campaigns to enhance public awareness of the risks associated with hypertension and emphasize the importance of controlling morning hypertension to healthcare professionals.

Promotion of kiosk blood pressure measurement (self-monitoring in public spaces)
JSH will promote the nationwide adoption of “kiosk blood pressure measurement,” allowing individuals to measure their blood pressure in workplaces, pharmacies, drugstores, public institutions, gyms, and other locations. If a systolic blood pressure exceeding 130 mmHg is recorded, individuals will be encouraged to monitor their blood pressure at home to identify issues early and take appropriate action.

Establishing the habit of home blood pressure monitoring
Individuals with a systolic blood pressure of 130 mmHg or higher from kiosk measurements and those being treated for hypertension will be encouraged to incorporate morning home blood pressure monitoring into their routine to help prevent cardiovascular diseases.

Encouraging self-management of blood pressure
JSH will establish “10 Key Guidelines” to improve lifestyle and environmental factors, including salt reduction, exercise, maintaining a healthy weight, ensuring quality sleep, stress management, and appropriate temperature control. The habit of monitoring morning blood pressure will serve as a benchmark to support the implementation of these practices.

Promotion and support for hypertension management based on the guidelines and home blood pressure monitoring
JSH will promote the dissemination of the latest Japanese Guidelines for the Management of Hypertension (JSH2025) and conduct educational activities for healthcare professionals to encourage the practice of home blood pressure-based hypertension management. Additionally, because the morning home blood pressure monitoring method was included in the 2025 National Medical Licensing Examination, JSH will expand efforts to emphasize the importance of home blood pressure-based hypertension management in medical and healthcare-related university curricula nationwide.

Systematic review and data science research on morning hypertension suppression
JSH will conduct research on how to effectively control morning hypertension and identify the most effective interventions.

Creation of “implementation hypertension” and documentation of outcomes
JSH will systematically record the implementation process, including both successes and failures, to establish a new academic field called Implementation Hypertension.

Full participation and nationwide collaboration among society members
All JSH members will collaborate to implement these initiatives on a national scale and disseminate the outcomes effectively.
The “Risky Morning Hypertension! "Asakatsu BP" -Morning Blood Pressure 130 Campaign-” for all citizens
This campaign, with the slogan “Know! Lower!! Your Risk!!!,” calls for the detection and suppression of morning hypertension.
The Japanese Society of Hypertension’s Commitment
Building on the “Declaration for the Eradication of Morning Hypertension,” the JSH is committed to “Transforming Society from the Morning” and will dedicate its efforts to the prevention and control of morning hypertension.
