We consider a multi-state stochastic model in which the promotor transitions between a deep inactive state (C), a primed inactive state (B) and an active state (A) in which transcription can occur. Slow switching between states C and B leads to an abundance of cells with no expression level. Rapid switches between states B and A lead to bursty transcription, in which bursts of average size K/v occur at an average frequency λ/δ.
