Behavioral economics offers a nuanced perspective on why households and firms often underinvest in energy efficiency despite clear economic and environmental benefits. Traditional models assume fully rational actors who respond to price signals and cost–benefit calculations, yet empirical evidence reveals persistent gaps between predicted and observed energy‐saving choices. Key behavioural drivers include bounded rationality, present bias, information asymmetries and social norms. Cognitive heuristics can lead decision-makers to focus on upfront costs while undervaluing long-term savings and co-benefits such as comfort or health improvements. Administrative burdens and complexity further deter engagement with retrofit programmes and subsidy schemes. At the same time, social influence and tailored feedback can harness pro-environmental norms to accelerate adoption. By integrating insights from psychology, economics and data science, researchers aim to design interventions that lower barriers, reshape incentives and deliver more effective policies for a low-carbon economy.

One investigation employs open-ended narratives and natural language processing to transform homeowners’ qualitative responses into metrics, revealing that non-financial co-benefits—such as improved indoor comfort and environmental concern—often outweigh direct energy savings. Many respondents postpone energy upgrades until major renovations are required and remain unaware of existing support, indicating that reducing bureaucratic complexity and improving information accessibility may be as crucial as subsidy levels. Another study examines community development block grants and uncovers hidden energy savings among low- and moderate-income households. By linking housing programme records with utility data across nearly 17 000 properties, it identifies 5–11% reductions in energy use as spillover effects of housing policy. These findings highlight the importance of embedding energy efficiency goals within broader social and urban policies to reach underserved populations.
