Climate Variability and Water Resources Management in Sri Lanka
Summary
Sri Lanka’s water resources are governed by two principal monsoon systems: the southwest monsoon from May to September and the northeast monsoon from October to February. Variations in monsoonal strength and timing, compounded by interannual teleconnections such as the Indian Ocean Dipole and El Niño–Southern Oscillation, have led to increased frequency of both extreme rainfall and prolonged drought. The island’s dense network of rivers and reservoirs, notably the Mahaweli and Nilwala basins, underpins irrigation, hydropower generation and domestic supply. Shifts in seasonal rainfall patterns have exposed vulnerabilities in storage capacity and distribution infrastructure, generating pressures on agricultural productivity and urban water security. In response, integrated water resources management frameworks have been adopted to balance competing demands, combining traditional knowledge—such as community-led cascade tank systems—with modern forecasting and hydrological modelling. Adaptive measures include dynamic reservoir operation rules, catchment-scale erosion control and demand-side interventions such as precision irrigation. Sri Lanka’s experience offers globally relevant lessons in aligning climate-responsive water governance with sectoral resilience, emphasising the need for flexible infrastructure strategies and stakeholder engagement to mitigate the impacts of climate variability.
