Cold War Diplomacy and Scientific Internationalism

Summary

During the Cold War scientific internationalism emerged as both a catalyst for cross‐border collaboration and a strategic instrument in superpower rivalry. The United States and the Soviet Union deployed major scientific infrastructures—nuclear reactors, polar research programmes and particle accelerators—and multilateral bodies such as UNESCO, the IAEA and the International Geophysical Year to project soft power and shape the post‐war order. Transnational networks of researchers in fields from nuclear physics to biosciences forged agreements on data sharing and standardisation even as ideological blocs competed for technological prestige. Institutions such as CERN offered a template for Europe-wide collaboration that later extended globally, while initiatives in the Arctic demonstrated how individual scholars could bridge the Iron Curtain. At the same time, grassroots scientific diplomacy drew on the legacy of Bernalism to press for democratic participation in research decision-making and to challenge state-led models. Scholarship today reveals how the interplay of strategic rivalry and collaborative idealism shaped governance, regulatory frameworks and norms of open data—legacies that endure in current global research infrastructure and multilateral cooperation.
