Community-Based Forest Management Strategies

Community-based forest management (CBFM) integrates local communities into the stewardship, governance and sustainable use of forest resources. By devolving rights to use, manage and benefit from forests, CBFM fosters social equity, bolsters local livelihoods and enhances forest conservation across diverse contexts. Key strategies encompass legal recognition of collective tenure, participatory governance structures, capacity building for enterprise development and collaborative monitoring systems. These approaches encourage the sustainable extraction of timber and non-timber products, the integration of traditional ecological knowledge, and the alignment of local objectives with broader conservation and climate mitigation goals. Practically, successful CBFM has been shown to stabilise forest cover, support biodiversity, secure carbon stocks and drive rural economic growth through community forest enterprises and smallholder initiatives. Yet, challenges remain in addressing capacity gaps, ensuring inclusive participation—particularly of marginalised groups such as youth and women—and reconciling local rights with overarching policy frameworks.

Surveys of enterprises in Ghana reveal that a majority operate without formal registration, and many rely directly on forest resources without adequate regulatory oversight. Findings indicate that membership of enterprise associations significantly influences legal compliance, suggesting that collective organisation drives adherence to sustainable harvesting and governance practices. These insights underline the need for policy measures that promote formalisation of community enterprises, strengthen permit systems and offer capacity-building support to align economic incentives with conservation objectives.
