Community Resilience in Disaster Management

Community resilience in disaster management encompasses the collective ability of a population to prepare for, absorb, recover from and adapt to adverse events. This concept has broadened from a narrow engineering focus on physical infrastructure to embrace social, ecological and governance dimensions. At its core, resilience integrates four key phases: preparedness through early warning systems and contingency planning; mitigation via risk reduction measures and ecosystem restoration; response leveraging local networks and rapid relief; and recovery, which emphasises restoration of services and long-term adaptation. Recent shifts emphasise transformational capacity, whereby communities reconfigure social and economic structures to reduce future vulnerability. Across geographic contexts, practical applications range from community-led flood defences in riverine regions to participatory mapping of hazard zones in earthquake-prone settlements. Governance frameworks increasingly support decentralised decision-making and stakeholder engagement, reflecting the realisation that resilience is strengthened when local knowledge, social capital and ecosystem services are aligned. Holistic approaches now often integrate infrastructure upgrades, livelihood diversification and mental health support, yielding more robust, equitable outcomes. The global relevance of community resilience is underscored by accelerating climate extremes, rising urbanisation and complex socio-political challenges that demand adaptable, locally led solutions.
