Content Moderation and Platform Governance in Digital Communities

Content moderation and platform governance encompass the policies, practices and technical architectures that shape how user‐generated content is curated, sanctioned or removed across digital communities. At scale, platforms must reconcile the twin imperatives of safeguarding freedom of expression and preventing harm, deploying both human reviewers and algorithmic systems to identify and manage hate speech, harassment, misinformation and copyright infringement. Governance is enacted through terms of service, community guidelines and automated filters, but is also deeply informed by design choices that favour engagement over deliberation. The result is a complex ecosystem in which platform power, regulatory frameworks (such as the EU Digital Services Act and AI Act) and user norms intersect, producing outcomes that vary by culture, jurisdiction and platform architecture. Effective governance balances transparency, accountability and responsiveness, enabling platforms to adapt to emerging risks while preserving user trust and global interoperability.
