Deliberative Democracy and Citizen Engagement

Deliberative democracy is a model of governance in which citizens engage in structured discussion and collective reasoning to inform public decision-making. Unlike traditional electoral systems that rely primarily on voting, deliberative processes convene a diverse body of participants—often selected by lot—to weigh evidence, question experts and negotiate trade-offs. This approach aims to deepen legitimacy, enhance the quality of policy outcomes and counteract polarisation by fostering mutual understanding. In recent years, deliberative practices have been applied to climate policy, public health and emerging issues such as the use of artificial intelligence in governance. Advances in digital platforms have expanded these methods beyond face-to-face assemblies, enabling deliberative polls and virtual mini-publics. Empirical research highlights that informed citizens tend to adopt more considered positions, demonstrate greater willingness to compromise and produce recommendations that bridge partisan divides. As democracies grapple with declining trust and complex policy challenges, deliberative innovations offer a complementary route to bolster democratic resilience and promote inclusive, evidence-based policymaking.

Deliberative democracy: A model of democracy that emphasises informed discussion and collective reasoning among citizens rather than solely electoral representation.

Deliberative poll: A hybrid method combining survey research with facilitated group discussion, enabling a representative sample of citizens to become more informed and deliberate before re-expressing their views.

Citizens’ jury: A small, randomly selected body of citizens convened to examine expert testimony, discuss policy options and produce reasoned recommendations.

Deliberative mini-public: A broader category of inclusive assemblies—such as citizens’ juries, consensus conferences and citizens’ assemblies—designed to mirror the diversity of the wider population.

Deliberative reason: The capacity of individuals to engage in reasoned discourse, weigh evidence and adapt their viewpoints in the context of structured group deliberation.
