Democracy Promotion and Governance in Eastern Europe

Since the end of the Cold War, Eastern Europe has witnessed a dynamic interplay between domestic reform efforts and external incentives aimed at consolidating democratic institutions. Transitions from communist rule gave rise to a diverse array of governance models, ranging from liberal democracies to competitive authoritarian regimes. The European Union, through its enlargement policy and Eastern Partnership, has been a principal actor driving legal harmonisation, anti-corruption measures and institutional capacity-building. Civil society organisations, political parties and expert networks have played critical roles in mediating between governments and citizens, while regional security concerns and great-power competition have shaped the external environment. Recent years have seen both advances in judicial independence and episodic reversals marked by executive aggrandisement and restrictions on media freedom. Digital platforms have emerged as new arenas for civic mobilisation and disinformation, further complicating the landscape. Overall, the research underscores the interconnectedness of formal institutions, societal actors and international frameworks in determining the resilience or fragility of democracy across the region.
