Summary
Ecological fiscal transfers (EFTs) constitute a policy framework in which national or regional governments allocate funds to lower-tier administrations based on the extent or quality of designated natural assets. By tying fiscal allocations to indicators such as forest cover, the presence of protected areas or habitat integrity, EFTs aim to internalise the public value of biodiversity and to compensate jurisdictions for foregone development opportunities. This mechanism complements conventional conservation instruments by providing stable, performance-linked revenue streams that incentivise the expansion and effective management of protected areas, restoration initiatives and other biodiversity-friendly land uses. Globally, EFTs have been implemented in diverse contexts—from federal systems in which tax-revenue sharing formulas incorporate environmental weights, to decentralised arrangements that blend ecological compensation with payment for ecosystem services schemes. The design of EFTs addresses key challenges in biodiversity finance by aligning local fiscal interests with conservation goals, fostering intergovernmental cooperation and reducing reliance on short-term project grants. Practical applications have demonstrated both the potential and the limitations of these instruments: where well calibrated, EFTs can spur habitat protection and institutional capacity building, yet their success depends on rigorous indicator selection, transparent monitoring and adaptive governance.
