Summary
Natural disasters impose significant and growing burdens on economies worldwide. Direct losses, including damage to infrastructure, housing and productive capital, are complemented by indirect losses such as supply‐chain disruptions, reduced labour productivity and shifts in consumer behaviour. These impacts manifest across multiple scales: households may lose savings and alter spending, firms face interrupted operations, and governments confront fiscal pressures from reconstruction costs and lost tax revenues. Cumulatively, disasters can slow or even reverse long‐term economic growth, exacerbate inequality and deepen vulnerabilities in low‐ and middle‐income countries. Conversely, well‐designed policy responses, robust financial instruments and adaptive infrastructure can mitigate these effects, enhance resilience and support sustainable recovery. Emerging research highlights the importance of anticipating both physical climate risks and socioeconomic feedbacks, while emphasising the global interconnectedness of trade, finance and risk sharing in shaping disaster outcomes.

By optimising the composition of member countries and diversifying exposures globally rather than regionally, models demonstrate that global pools can achieve up to a 65% increase in risk diversification compared with traditional regional schemes. Such global pooling redistributes risk shares more evenly, expands the number of nations benefiting from mutual insurance and lowers the cost of post‐disaster reconstruction finance. This work underlines the potential for international cooperation to transform the financing landscape for extreme events.
