Educational Inequalities and Human Capital in Rural China

Rural China faces persistent disparities in educational access, resource allocation and learning outcomes that hinder the accumulation and deployment of human capital. Geographic remoteness, uneven funding and shortages of qualified teachers exacerbate gaps between rural and urban schools. Infrastructure deficits and limited curricular offerings further constrain the development of key skills. Nutritional and health challenges among rural pupils can impair cognitive performance, reducing the returns to schooling. Migration dynamics, driven by urban job prospects, both relieve and reinforce rural labour shortages, altering the composition of school-age cohorts. Regional trajectories diverge: wealthier eastern and northern provinces often exhibit faster improvements in enrolment and attainment, while central and southwestern regions lag behind. Policy initiatives—such as targeted funding, boarding school enhancements and digital learning platforms—have narrowed some inequalities, but deep-seated structural factors continue to reproduce human capital divides. Addressing these imbalances is essential not only for social cohesion and rural revitalisation but also for sustaining China’s broader economic transformation and achieving equitable growth.
