The result is a dual labour market in which core employees retain generous social protections and peripheral workers face limited security and lower pay. Demographic shifts—an ageing population and low birth rate—compound these dynamics by shrinking the labour pool and increasing reliance on older workers. Regional disparities deepen as urban centres attract young talent, leaving peripheral areas with acute shortages in agriculture, caregiving and manufacturing. Concurrently, gender gaps and a persistent wage stagnation underscore the need for reforms that balance flexibility with social equity. Policymakers are exploring strategies to integrate non-standard workers into social protection schemes, enhance career counselling in rural regions and revive collective dialogue mechanisms. These efforts carry global significance, offering insights into how advanced economies reconcile traditional employment norms with contemporary market demands.

In agricultural regions of Hokkaido, for example, ageing farmers struggle to fill positions as rural youth migrate towards urban science and technology careers. Surveys and interviews with farmers and secondary-school students revealed that conventional career guidance exerts little influence on vocational choices, fuelling regional labour shortages even as city unemployment remains flat. This work suggests more detailed, context-specific career counselling and local incentives to channel young talent into critical rural industries, thereby supporting food self-sufficiency and regional vitality.
