Successful integration into the labour market via entrepreneurship not only generates direct employment for founders but may also deliver positive spill-over effects on local economies by stimulating innovation, diversifying income sources and strengthening social cohesion. Crucially, the effectiveness of support mechanisms depends on the interaction between individual characteristics—such as skills, experience and motivation—and the broader institutional environment, including regulatory frameworks, financial systems and market conditions. With rising global concerns over youth unemployment, migrant integration and the persistence of economic disparities, research has increasingly focused on identifying which types of support yield the greatest returns in terms of firm survival, labour absorption and poverty alleviation across different regional contexts.

One investigation used propensity score matching to evaluate a multi-faceted support programme aimed at returning migrant workers to their home provinces. Findings reveal that overall policy interventions significantly increase rates of entrepreneurial entry and contribute to poverty reduction, with infrastructure investments demonstrating the strongest effects on business creation and social outcomes. By contrast, dedicated financial measures—while politically prominent—yielded limited improvements in either firm performance or employment generation. This evidence underscores the importance of aligning support design with local needs and investing in non-financial assets such as training, workspace and networks to enhance long-term labour market integration.
