Global Governance and International Institutions

Global governance refers to evolving sets of formal and informal institutions, norms and processes designed to coordinate, regulate and guide collective action across borders. Spanning intergovernmental organisations, treaty-based regimes, public–private partnerships and transnational networks, it seeks to address transnational challenges from climate change and health pandemics to security threats and technological risks. International institutions provide the architecture for cooperation by establishing rules, monitoring compliance, facilitating dispute resolution and shaping policy discourses. Over recent decades the landscape has grown more complex, with overlapping mandates and competing norms giving rise to regime complexes in which multiple institutions intersect around single issues. While this proliferation can generate conflict and confusion through norm collisions and authority disputes, it also offers opportunities for functional specialisation, adaptability and innovation. The interplay between top-down reforms by states and bottom-up adaptations by civil society and private entities has produced dynamic governance patterns, emphasising both the need for coherence and recognition of pluralistic approaches. Practical applications range from coordinating global health emergency responses to managing the security of near-Earth space, underscoring the critical role of normative principles and strategic institutional design in sustaining effective international cooperation.

Recent studies have advanced the concept of a Responsibility to Defend Earth as a foundational normative principle for a planetary defence security regime, arguing that collective consensus is essential to navigate existential threats. This work demonstrates how establishing clear normative commitments across states and agencies can anchor institutional architectures and guide cooperative contingency planning for space object hazards and other transboundary risks.
