Governance Dynamics in Hybrid Political Systems

Hybrid political systems combine elements of democracy—such as elections, civil society engagement and rule of law—with authoritarian features including executive dominance, restricted media freedoms and centralised decision-making. Governance in these systems is shaped by the constant negotiation between formal institutions and informal power networks. Elected legislatures may coexist with strong unelected bodies or party apparatuses that constrain policy outcomes, while judiciaries and regulatory agencies often operate under mixed independence. Scholars emphasise how elite intermediaries, social mobilisation and institutional design interact to stabilise or destabilise hybrid regimes, whether in post-Soviet republics, Southeast Asian polities or special administrative regions. Understanding these dynamics requires attention to both top-down strategies—such as legal reforms, security laws and constitutional amendments—and bottom-up responses by civil society organisations and grassroots movements. Research highlights the global relevance of hybrid governance beyond any single case, revealing that hybrid systems can display resilience through co-option of dissent, adaptive legal architectures and selective liberalisation. Practical applications include the design of safeguards for judicial autonomy, frameworks for inclusive institutions and early warning indicators for democratic backsliding, all of which inform policy debates on maintaining political pluralism amid competing executive pressures.
