Predominantly widespread in the global South, they serve populations underserved by formal networks, linking peripheral neighbourhoods to employment, education and social services. Informal operators self-organise route geographies, dynamically adjusting routes and frequencies in response to passenger flows, traffic conditions and local regulations. Despite perceptions of disorganisation, recent analyses demonstrate that such networks can match or even surpass the operational efficiency of centrally planned systems, offering fewer detours, high interconnectivity and strong financial viability without heavy subsidies. The sector presents both challenges and opportunities for planners: the need for regulatory frameworks to improve safety, equity and environmental performance must be balanced against the value of flexibility and local knowledge. Integrating informal services with formal transport, supported by digital platforms and demand-responsive planning tools, promises to enhance urban accessibility and sustainability globally.

Recent studies have analysed large-scale route data from dozens of cities worldwide, revealing that informal transit operators self-organise their networks to achieve efficiencies comparable to or exceeding those of centrally planned services. By comparing more than 7 000 routes across multiple continents, researchers found that informal networks exhibit uniform path structures, minimal detours and robust interconnectivity, while maintaining profitability without subsidies. These insights challenge conventional views of paratransit as inherently inefficient and underscore the potential of data-driven analyses to inform more inclusive and sustainable urban mobility policies.
