Ongoing debate focuses on the efficacy of these instruments, the capacity of domestic institutions to employ them and the negotiation dynamics that shape bilateral and multilateral trade agreements. Concrete examples include adaptations in vaccine patent regimes during the COVID-19 pandemic and targeted legal reforms in emerging markets to bolster generic production without undermining long-term research incentives.
