Intermodal Freight Transport Systems and Policies

Intermodal freight transport integrates two or more modes of carriage—such as road, rail, maritime and inland waterways—within a single logistical chain, aiming to exploit the comparative advantages of each mode. By combining modes, operators can reduce overall costs, lower carbon emissions, relieve road congestion and improve supply‐chain resilience. Effective intermodal systems hinge on seamless transfers at terminals, standardised handling equipment, interoperable information systems and harmonised regulatory frameworks. Policies to support intermodality encompass infrastructure investment, market‐based incentives, regulatory harmonisation, digitalisation of customs and cargo tracking, and performance standards for terminals and corridors. International cooperation is critical to align technical standards and to facilitate cross‐border flows, while national strategies often deploy grants, tax relief or infrastructure grants to stimulate modal shifts. The global drive towards decarbonisation and sustainable logistics has elevated intermodal transport to a central role in both developed and emerging economies, with practical applications in long‐haul trade corridors, urban distribution networks and just‐in‐time supply chains.
