Summary
International environmental policy has evolved from voluntary agreements and soft-law frameworks into increasingly sophisticated instruments aimed at curbing greenhouse gas emissions and steering economic development towards low-carbon pathways. Early efforts focused on negotiated targets for industrialised countries, while more recent regimes have sought to include emerging economies and non-state actors through flexible mechanisms such as emissions trading, clean development projects and technology transfers. Despite measurable advances in energy efficiency, deforestation reduction and deployment of renewable technologies, global mitigation efforts remain misaligned with the ambition required to limit warming to Paris Agreement thresholds. Ongoing challenges include the design of enforcement mechanisms, differentiation of responsibilities between nations, integration of adaptation and justice considerations, and the scaling of private-sector commitments. The global stocktake process and iterative treaty reviews now seek to strengthen transparency, close policy gaps and harness scientific and technological innovation to achieve more rapid and equitable reductions in carbon intensity.
