Land Reform and Agricultural Livelihoods in Southern Africa

Land reform in Southern Africa has emerged as a cornerstone of post-colonial and post-apartheid strategies to redress historical injustices and to foster inclusive rural development. The policy framework typically encompasses land redistribution, restitution for communities dispossessed under discriminatory regimes, and tenure reform to secure user rights on communal and converted lands. Progress has been uneven, resulting in a dualistic agricultural landscape dominated by capital-intensive commercial farms alongside resource-poor smallholder operations. Smallholder farmers frequently confront barriers in accessing credit, markets, infrastructure and extension services, which constrains productivity and income-generating potential. The water-energy-food (WEF) nexus highlights the interdependence of resource governance, yet misgovernance and dilapidated infrastructure in restored or redistributed areas often amplify vulnerability. To address these challenges, recent initiatives advocate decentralisation of decision-making, strengthened community participation and integration of ecosystem-based approaches. Achieving equitable growth, enhanced food security and climate resilience hinges on bridging the divide between large-scale commercial agriculture and diversified smallholder livelihoods throughout the region.
