Language Policy and Multilingual Education in Southeast Asia

Southeast Asia is home to unparalleled linguistic diversity, encompassing national, regional and indigenous languages shaped by centuries of migration, trade and colonial rule. Language policy in the region mediates between the promotion of official or national languages and the preservation of local tongues, with multilingual education emerging as a key strategy to balance unity and diversity. Governments have adopted a variety of approaches, from mother-tongue instruction in early schooling to the integration of multiple regional languages in curricula. Such policies aim to foster social inclusion, maintain cultural heritage and enhance learning outcomes, while also responding to the demands of globalisation through the teaching of international languages. However, disparities in resources, teacher training and assessment frameworks pose ongoing challenges. Multilingual education in Southeast Asia carries significant practical implications: it supports sustainable development goals by reducing educational inequity, nurtures cognitive and intercultural skills, and reinforces regional cooperation. As ASEAN pursues closer integration, language policy continues to evolve towards models that respect linguistic plurality without sacrificing national cohesion.

One investigation of the Philippines applies an established taxonomy of language ideologies—assimilation, vernacularisation, pluralism and internationalisation—to trace how legislation has historically prioritised linguistic assimilation, while also revealing the coexistence of multiple ideologies within official policy. The analysis highlights the importance of inclusive policy design that empowers local communities and recognises the ethical dimensions of status planning. By demonstrating that vernacular and pluralist ideals can be integrated alongside international language goals, this work offers a framework for other multilingual nations seeking to reconcile national identity, social cohesion and global engagement.
