Narrative Dynamics in International Relations

Narrative dynamics refer to the processes by which states and non-state actors construct, disseminate and contest stories that shape perceptions of legitimacy, identity and threat in world politics. Far from being mere rhetoric, strategic narratives serve as frameworks through which audiences understand the motivations and moral foundations of international behaviour. By framing events, crafting causal explanations and invoking shared values, narratives can mobilise support for alliances, justify policy choices and delimit acceptable norms. Recent scholarship has highlighted how narrative coalitions—networks of states and institutions that promote a common discourse—reinforce collective understandings of order and disorder. In an era of digital diplomacy and mass media saturation, narratives compete across platforms, from official communiqués to social networks, intensifying battles over credibility and influence. Such competition has profound implications for global governance, crisis management and the evolution of the rules-based order.

Recent studies have traced the shift in one major power’s diplomatic posture from a traditionally restrained approach to an assertive, confrontational style now dubbed wolf warrior diplomacy. Analysis shows that during the COVID-19 period key episodes—such as high-profile exchanges on social media, bilateral spats over pandemic origins and targeted economic coercion—served as lenses through which this transformation can be understood. Scholars identify three phases in the evolution: narrative formation, in which new rhetorical templates were adopted; narrative projection, characterised by amplified visibility on global platforms; and narrative reception, marked by mixed responses ranging from acquiescence to strategic counter-narratives. This work underscores the interplay between domestic political imperatives and external image-making, illustrating how narrative aggression can both rally domestic audiences and unsettle established diplomatic norms.
