Normative Power and Foreign Policy in the European Union

The European Union has long been celebrated as a distinctive international actor whose influence rests not primarily on military might or economic coercion but on its capacity to shape global norms, standards and behaviours. This “normative power” derives from the EU’s foundational commitment to human rights, democracy, the rule of law and sustainable development. Through its enlargement policy, neighbourhood instruments and trade agreements, the Union projects these values far beyond its borders. Its foreign policy toolkit ranges from conditionality mechanisms—where compliance with democratic standards unlocks financial or market access—to diplomatic dialogue and the strategic use of regulatory power in areas such as environmental protection, digital governance and conflict resolution. Over the past decade, research has interrogated the real‐world impact of such measures, revealing tensions between rhetorical ambition and practical effect. Scholars debate the relative weight of normative objectives versus strategic or security imperatives, particularly in crises where the EU must balance principle with urgency. Recent work has also explored the EU’s evolving geopolitical role, framing normative power as one facet of a more assertive external posture that seeks coherence between values and the projection of hard and soft capabilities on the global stage.

Researchers have developed a quantitative model to bring greater rigour to how the EU identifies and designates its strategic partners. By applying a binary logistic framework to a set of political, ethical, economic and security criteria, the study offers a transparent set of indicators for partnership selection. This approach sharpens our understanding of how normative considerations—such as adherence to human rights or democratic norms—are balanced against realpolitik factors in EU foreign policy. The model not only clarifies past partnership choices but also suggests a replicable method for future assessments, strengthening the Union’s capacity to align declaratory principles with science-based decision making.

Technical terms

Normative power: The capacity of an actor to shape the norms, values and standards of others through attraction and persuasion rather than coercion.

Conditionality: A policy instrument that links benefits—such as trade preferences or financial aid—to the adoption of specified political or legal reforms.

Soft power: The ability to influence others by setting agendas, shaping preferences and modelling behaviour through culture, values and institutions.

Strategic partnership: A formalised foreign‐policy relationship in which shared objectives and values are used to coordinate actions across political, security and economic domains.

Normative identity: A collective self‐image based on the projection and internalisation of norms and values as fundamental to an actor’s international role.
