Political Governance and Policy Dynamics in China

China’s political governance is characterised by a centralised one-party system under the Chinese Communist Party, supported by a multilayered administrative hierarchy extending from the national to the county level. Since the early reform era, the Party has balanced top-down control and local policy innovation, deploying mechanisms such as cadre management, performance targets and policy pilots to guide regional development. Under Xi Jinping, recent governance trends have emphasised the deepening of Party leadership in state bodies and the private sector, reinforced by anti-corruption campaigns and expanded grassroots mobilisation. At the same time, policymakers have institutionalised experimental approaches to complex problems, selecting representative or challenging regions as policy laboratories before national scaling. The interplay between institutional persistence, path-dependent practices and adaptive innovations has shaped policy dynamics across domains such as public service reform, data regulation, state-owned enterprise governance and anti-corruption. Globally, these developments matter for international cooperation on digital governance, economic interdependence and best-practice diffusion in policy experimentation.
