Political Incentives and Economic Performance in Local Governance

Local governance is shaped by the interplay between elected officials’ motivations and material outcomes for communities. Political incentives—whether driven by electoral competition, career ambitions or personal ties—can prompt local leaders to manipulate public spending, regulatory oversight and administrative appointments to secure support or advance their careers. Such behaviours manifest in phenomena like fiscal expansions before elections, preferential treatment of certain firms and interference in public service delivery. Economic performance at municipal or regional level is gauged through indicators such as infrastructure investment, human-capital allocation, total factor productivity and market integration. Research has sought to understand how local political incentives can both undermine and enhance development by examining contexts as diverse as resource-rich municipalities, bureaucratic transfers, subnational competition and institutional reforms. The global significance of this scholarship lies in identifying mechanisms to align office-holders’ objectives with sustainable growth, thereby informing policy design for stronger accountability and more equitable outcomes.
