Rising interest in climate change mitigation, biodiversity conservation and recreational values has prompted private owners to balance timber production with broader ecosystem services. Socio-economic drivers such as owner demographics, education and attachment to the land intersect with regulatory incentives and market-based schemes. The result is a dynamic landscape where property rights shape management choices, and where policy instruments—ranging from fiscal benefits to voluntary contracts—are tailored to influence private decisions. Understanding these dynamics at local, regional and global scales is essential for aligning private forest management with sustainability and policy goals.

Recent studies have introduced a standardised metric to quantify the breadth of private forest owners’ rights across jurisdictions. The assessment tool evaluates five domains—access, withdrawal, management, exclusion and alienation—to compare governance systems in diverse contexts from South America to North America and Nepal. Findings indicate that the variance in decision-making autonomy is largely driven by the ability to exclude public use and set management goals, accounting for a majority of cross-case differences. This index provides a scalable framework for policymakers to assess how legal and regulatory changes influence private forest governance and to tailor interventions that strengthen owner engagement in sustainable practices.
