Emphasis rests on two interlinked dimensions: soft power, whereby attraction and persuasion replace coercion, and strategic narrative construction, in which coherent storylines align policy aims with audience values. The rise of social platforms, artificial intelligence and transnational networks has further transformed public diplomacy into a multidirectional process of sense-making, requiring continuous monitoring, rapid response and stakeholder coordination. Applications range from pandemic diplomacy and environmental advocacy to counter-disinformation campaigns and economic partnerships, illustrating its centrality to 21st-century statecraft and global governance.
