Public Participation in Environmental Governance

Public participation has emerged as a critical dimension of environmental governance, recognising citizens not merely as beneficiaries but as active agents in the stewardship of natural resources. It encompasses a spectrum of activities from information disclosure and community monitoring to digital engagement platforms and formal consultation processes. By integrating local knowledge and societal values, participatory mechanisms enhance policy legitimacy, foster social learning and improve compliance. Collaborative models, such as multi-stakeholder partnerships and co-management arrangements, distribute responsibility among governments, enterprises and civil society, thereby addressing power imbalances and reducing informational asymmetries. Across diverse contexts, participation has been shown to accelerate responses to air and water pollution, support transitions to low-carbon technologies and strengthen accountability. Nevertheless, challenges remain in ensuring inclusivity, mitigating tokenism and aligning participatory inputs with technical planning. Effective practice demands transparent communication channels, capacity building and adaptive feedback loops, underscoring the global relevance of inclusive environmental governance.
