Resilience Governance in Emergency Management

Resilience governance in emergency management refers to the orchestration of policies, institutions and community capacities to anticipate, absorb, adapt to and recover from emergencies and disasters. It transcends traditional risk management by embracing uncertainty and focusing on system flexibility, learning and transformation. At its core lies the integration of multiple scales—from individual households to national agencies—and diverse sectors such as infrastructure, health and social welfare. Recent conceptual advances have emphasised the importance of adaptive governance, where decision-making is decentralised and iterative, and stakeholders engage in continuous monitoring, feedback and learning loops. Emphasis has shifted from top-down command structures to polycentric networks that foster collaboration among public authorities, private actors and civil society. Globally, resilience governance addresses challenges ranging from climate-induced floods and wildfires to pandemics and technological failures. Practical applications include anticipatory investment in critical infrastructure, real-time data-sharing platforms, community-based early-warning systems and scenario-based exercises. By linking robustness (the capacity to withstand shocks) with adaptive capacity (the ability to reorganise) and transformability (the ability to create fundamentally new system configurations), resilience governance offers a holistic framework to navigate the increasing complexity of emergencies in the Anthropocene.
