Summary

Trade policy has evolved beyond traditional tariffs to encompass a complex array of non-tariff measures (NTMs) that shape international market access, product standards and regulatory alignment. Whereas tariffs impose direct duties on imported goods, NTMs such as technical barriers to trade (TBTs), sanitary and phytosanitary (SPS) measures and maximum residue limits (MRLs) regulate the characteristics, safety and labelling of imports. This expansion reflects rising consumer and environmental concerns, the pursuit of public-health objectives and strategic economic interests. In many sectors—from agri-food to manufactured goods—arrayed NTMs now influence comparative advantage, trade flows and firm behaviour as much as, or more than, traditional tariff instruments. The proliferation of NTMs can generate trade distortions by raising compliance costs, diverting trade to alternative suppliers and prompting firms to restructure export portfolios. At the same time, regulatory cooperation through regional trade agreements and harmonisation of standards may reduce barriers, foster quality upgrading and facilitate deeper integration. Understanding the multifaceted impacts of non-tariff measures is therefore essential for policymakers, exporters and consumers in a globalised economy marked by both deep trade integration and renewed protectionist pressures.

Non-Tariff Measures (NTMs): Regulatory provisions other than tariffs that affect the conditions of trade, including standards, quotas and licensing requirements.

Technical Barriers to Trade (TBTs): Regulations or standards related to product characteristics, labelling and conformity assessment that may restrict trade.

Sanitary and Phytosanitary (SPS) Measures: Measures to protect human, animal or plant life from risks arising from contaminants, pests or diseases in traded goods.

Maximum Residue Limits (MRLs): The highest level of pesticide residue legally permitted in or on food or feed commodities.

Gravity Model: An econometric framework that predicts bilateral trade flows based on economic size and distance, often extended to incorporate regulatory variables.
