Transnational climate change adaptation governance encompasses the institutional arrangements, processes and actor networks that operate across national boundaries to anticipate, prepare for and respond to climate impacts. Unlike traditional adaptation frameworks that focus on domestic or sub-national scales, this approach recognises that climate hazards—such as altered precipitation patterns, extreme heat or supply-chain disruptions—propagate through trade links, investment flows and migratory movements. Governance is therefore shaped not only by states and intergovernmental bodies but also by non-state actors including businesses, civil society coalitions and technical standard-setters. Key features include collaborative platforms for sharing risk information, harmonised standards for resilient infrastructure, and financing mechanisms that mobilise public and private capital for cross-border resilience projects. This field has grown in response to cascading impacts—where a climatic trigger in one region can generate socioeconomic shocks in another—and to the limits of purely territorial approaches.
