Transnational Governance of Sustainability Standards

Transnational governance of sustainability standards encompasses the network of private and public actors that develop, promulgate and enforce criteria for environmental and social performance across borders. At its core are multi-stakeholder initiatives that bring together businesses, NGOs and sometimes state bodies to agree voluntary benchmarks for responsible sourcing, emissions reduction and labour conditions. These standards have proliferated since the 1990s, giving rise to an organisational field characterised by competing schemes, meta-governance bodies and emerging regulatory pressure from states. While voluntary standards can drive corporate improvements and facilitate market access, they also face critiques of fragmentation, legitimacy deficits and greenwashing. Recent scholarship examines how interactions among standard-setters, auditors and purchasers shape effectiveness, how public due-diligence laws in key jurisdictions are altering the landscape, and how concentrated industry actors or informal “clubs” reinforce or bypass formal regulations. The field remains dynamic as sustainability challenges intensify and governments seek to align private norms with public policy objectives.
