Urban Food Security and Resilient Systems

Rapid urban expansion is reshaping how cities procure, process and distribute food, creating both opportunities and vulnerabilities. Urban food security encompasses availability, access, utilisation and stability of nutritious food for diverse urban populations. As cities grow, formal and informal distribution networks, retail landscapes and peri-urban agricultural zones become critical nodes in complex food systems. Urban agriculture, ranging from roof gardens to community farms, can bolster local supply and reduce reliance on long supply chains, while also offering social, economic and ecological co-benefits. Resilient systems absorb, adapt to and recover from shocks—whether climate extremes, economic downturns or public health crises—through diversified sourcing, robust infrastructure and inclusive governance. Effective resilience strategies integrate land-use planning, transport logistics and socio-economic policies to ensure that low-income and marginalised groups maintain stable access to safe, healthy diets. Cross-scale coordination between municipal authorities, private enterprises and civil society actors underpins adaptive governance, enabling rapid response to disruptions and long-term transformation towards sustainable, equitable urban food futures.

Recent studies have combined spatial projections of urban growth with dietary transition data to model impacts on food production, biodiversity and greenhouse-gas emissions. By integrating land-use displacement effects into a global biosphere management framework, researchers show that while urban expansion may limit direct losses in agricultural output to below 1% by mid-century, it drives additional conversion of natural habitats. Concurrent dietary shifts towards higher rice consumption in rapidly urbanising regions are projected to increase rice production by around 8%, boost trade volumes and raise agricultural methane emissions by up to 12 Mt CO₂-equivalent per year. These findings underscore the need for systems approaches that align land-use planning, dietary policy and environmental conservation to enhance both food security and ecosystem resilience in urbanising regions.

Foodshed: The geographic area that supplies food to a population, analogous to a watershed but for food flows.

Urban agriculture: The cultivation, processing and distribution of food within and around cities, including gardens, farms and livestock in urban or peri-urban areas.

Displacement effects: Unintended environmental or agricultural impacts caused by shifting land uses, such as urban expansion pushing production to new areas.

Resilient systems: Systems designed to withstand, adapt to and recover from disruptions while maintaining essential functions and services.
