Vocational Education and Youth Workforce Development in China

China’s vocational education and training (VET) system has undergone rapid expansion over the past two decades in response to industrial upgrading, demographic shifts and global economic competition. Anchored in a dual-system model that integrates institutional education with workplace learning, VET encompasses upper-secondary vocational schools, higher vocational colleges and specialised training centres. National policy has emphasised “massification” to increase access, while recent reforms seek to strengthen quality through curriculum renewal, employer engagement and craft-oriented initiatives. Despite large-scale enrolment, a persistent skilled-labour deficit has emerged, driven by uneven institutional synergies, narrow curricula and misalignment between graduate competencies and industry needs. At the same time, regional strategies such as rural revitalisation have fostered new career-planning initiatives designed to channel young graduates into grassroots employment, balancing urban migration pressures and local development goals. Collaborative models between colleges and enterprises aim to reduce training costs and turnover, yet they often face tensions between firm-specific skill demands and learners’ aspirations for transferable competencies. Central government efforts to reform the higher vocational entrance examination draw on historical comparisons with the imperial system to promote equity and craftsmanship ethos. Overall, China’s experience offers valuable lessons on the interplay between mass access, quality assurance and labour-market alignment in VET systems worldwide.
